Ashford University was founded in 1918 in Clinton, Iowa, as Mount Saint Clare College. It was renamed Ashford University in 2005. The ED was established in 1980, as part of the Department of Health, Education, and Welfare (HEW). It was responsible for administering several federal programs, including Head Start, the Elementary and Secondary Education Act (ESEA), and the Higher Education Act (HEA).
